Most likely, this is a military (training) unit of conscripted service. Free use of telephones is prohibited there; telephones must be handed over for safekeeping and returned with the permission of an officer during free and permitted time. In other words, these are not soldiers fighting under contract, but young men drafted into the army.
If you are caught with a phone, it will be confiscated and smashed as a warning. This is prohibited by law, explained as a measure against espionage, and applies to military service.

Calling or texting on the other hand is a dead giveaway.
Traceable locations are prime targets for either artillery fire or drone attacks.
