Literally every NATO country has such plans, it’s literally the entire MO of NATO ops in Europe in the case of war or invasion by Russia. It’s been the case since the 1950s.

Not exactly a surprise, nor a secret.

Germany enters Poland again in order to peacefully pass through and bolster the baltic defenses*: 🇵🇱😎😁👍

  5. Part of the (very public) push for European defense re-armament has also been infrastructure improvements to facilitate movement of troops. It’s very clear that if there are transport bottlenecks from Western Europe to potential fronts in Eastern Europe, those bottlenecks would be targeted.

Countries are obviously also learning from Ukraine, where rail networks are important but also road networks are critical, as the sheer quantity of roads provides resilience for transport, and allows Ukrainian infrastructure to keep running (i.e. deliveries, deliveries of fuel, movement of people, etc.).
