It’s above my pay grade but it sure seems like they could’ve started working on this a while ago

When your yearly festival makes it ten times worse and you still don’t see a problem, how is anyone supposed to help you?

Context:
New Delhi has some of the worst air pollution in the world with a regular AQI index of >400. The majority of the pollution comes from farmers in neighboring states burning leftover crops (40%), vehicles/traffic (30%), industry (10%), construction (10%), and households burning materials for heating/cooking (10%).
Since Delhi is located in a valley the pollution often becomes trapped. This is made worse during the winter with temp inversions, low winds and increased traffic + burning of materials.
The government has tried “cloud seeding” in an attempt to induce rain to clear the smog, but this is expensive and an unreliable long-term solution. They’re also trying to implement stricter regulations on vehicles, construction, industry, etc, but enforcement remains lax.
