Is it weird I can picture this guy’s face and body type just based on this image?
I’m a butcher and tbh that’s a very lean piece of beef. For something like a stroganoff or indeed for a stew I would recommend something more marbled with more collagen to make a richer sauce and juicy meat. Try some rib cap meat or short rib. Sirloin is better used as a steak cooked medium rare.

Recently converted to the butcher for this reason, poor quality meat at high prices! The butchers actually turned out cheaper and it is way better quality!
I’m no vet, but gimme a set of paddles and I think I could still save it!
