    Unlike the post title suggests, Solovyov is accusing the ‚super-regulator‘ of lying to the people, he is referring to the central bank, which is the financial super regulator. The central bank of course directly reports to the government, but he is not accusing the government directly.

    This is totally allowed venting and in depoliticised Russia, people will not connect the dots and interpret it as criticism of the government or Putin himself.

    Yes he is blaming the state owned bank, not Putin. So he has enough levels of separation to not get in trouble. Even though he is their boss. I guess corruption is accepted and rarely complained about.
