The people saying it’s for wheelchairs are idiots. Wheelchair users already have a seat, and they don’t need a special place to park one in the middle of a bench.

Designed to separate couples in the middle of a fight.
It’s not for wheelchair. It’s main purpose is to prevent homeless people to get a good night rest
Completely another idea, just because this is in the botanical garden, but maybe it’s so they can plant a tree in the middle and have it grow in the space?
