It’s to ensure homeless people don’t camp out there and ruin the aesthetic.
The people saying it’s for wheelchairs are idiots. Wheelchair users already have a seat, and they don’t need a special place to park one in the middle of a bench.
It is 100% a fuck you to the homeless.
