Is this a [Vienna Document](https://en.m.wikipedia.org/wiki/Vienna_Document) observation? If so, that’s not that out of the ordinary. That agreement is in place to allow for observation to increase transparency and reduce tensions and the likelihood of conflict arising from misunderstandings from large scale training exercises.
Military Observers are permitted to monitor exercises that exceed 13k soldiers, or 300 tanks, or 500 armored combat vehicles, or 250 artillery pieces, or airborne drops or amphibious landings consisting of more than 3500 troops.

Great show of soft power, along with the general [warming](https://edition.cnn.com/2025/09/11/europe/belarus-pardons-prisoners-trump-lukashenko-intl) in US-Belarus relations and intelligence exchange with [Mali](https://www.france24.com/en/americas/20250825-washington-extends-offer-of-military-support-to-sahel-junta-regimes) this may put pressure on Putin from another, maybe unexpected (for him) side.
It will be interesting to see how this plays out.
