      Is this a [Vienna Document](https://en.m.wikipedia.org/wiki/Vienna_Document) observation? If so, that’s not that out of the ordinary. That agreement is in place to allow for observation to increase transparency and reduce tensions and the likelihood of conflict arising from misunderstandings from large scale training exercises.

      Military Observers are permitted to monitor exercises that exceed 13k soldiers, or 300 tanks, or 500 armored combat vehicles, or 250 artillery pieces, or airborne drops or amphibious landings consisting of more than 3500 troops.

      imho there is high chance even belarus army have no access to all plans 😏 Given Lukashenko handled some info about russian drone incursion into Poland to polish army – kremlinz did not ask his permission, he was also surprised. Could be a part of their usual faking circus, though
