      Is this a [Vienna Document](https://en.m.wikipedia.org/wiki/Vienna_Document) observation? If so, that’s not that out of the ordinary. That agreement is in place to allow for observation to increase transparency and reduce tensions and the likelihood of conflict arising from misunderstandings from large scale training exercises.

      Military Observers are permitted to monitor exercises that exceed 13k soldiers, or 300 tanks, or 500 armored combat vehicles, or 250 artillery pieces, or airborne drops or amphibious landings consisting of more than 3500 troops.
