      The article isn’t very clear about the root cause of the watet shortages. One hint is:

      Yeah, I mean some group of people (I don’t want to speculate size of it) there strived to be part of Russia and they got it, but Russians that were brainwashing them forgot to tell it would be not a Moscow region Russia, more like a “hole in the ground outhouse” Russia
