The article isn’t very clear about the root cause of the watet shortages. One hint is:
>[Denis Pushilin] said a long-term solution would only come once Russia captures Slovyansk, one of the main cities in the Ukrainian-controlled part of the Donetsk region, and regains control of the original canal source.
>Today’s water supply problems in southern and eastern Ukraine originate from Russia’s annexation of Crimea, which prompted Ukraine to block the North Crimean Canal, a key source of water for the peninsula.

Yeah, I mean some group of people (I don’t want to speculate size of it) there strived to be part of Russia and they got it, but Russians that were brainwashing them forgot to tell it would be not a Moscow region Russia, more like a “hole in the ground outhouse” Russia

The article [Not a drop to drink – Facing growing water shortages, civilians in occupied eastern Ukraine appeal to Putin for disaster relief](https://meduza.io/en/feature/2025/07/25/not-a-drop-to-drink) goes into more detail. E.g:
>Today’s water supply problems in southern and eastern Ukraine originate from Russia’s annexation of Crimea, which prompted Ukraine to block the North Crimean Canal, a key source of water for the peninsula.
