Somehow, I know it is gonna be you posting this without even checking first.
This is really sad. I don’t think it is the government per say. They don’t have any say when it comes to requests from pashastan.
Buildings like these feel more Azeri than grey Soviet blocks and „golden, big and empty“ Dubai-ish buildings. You can feel the „charm“- a quality of Azerbaijan which it seemingly loses rapidly.
