Yeah it’s Lithuanian officer uniform 100% I would guess from the interwar period, and maybe cavalry? But I’m not sure.
The cocade seems to be the cross of Jogaila, a simbol of the paralimitary organization of Lithuania, The Riflemen Union (Šaulių Sąjunga) that still exsists today. Or could be a partisan during the uprising, I am not sure. He looks to be a leutenant.
So look up the Riflemen union and fight againt bolshevicks/soviet ocupation

Uniform and Insignia

• Uniform details included: white triangular patches on the collar, parade uniform epaulettes with tassels, and pink stripes (2.5 cm wide) on the trousers.
