Jokes aside…It must be the situation where something is „lost in translation.“
It’s just a typing mistake and/or bad English. Possible because it went through Google translate and wasn’t checked.
It should be “so that homeless people cannot enter the building”.
This person is obviously not telling you that homeless people are “allowed” in the building.
