The goal was to stabilize the region by providing Palestinians with greater financial opportunities, potentially reducing tensions, and “taking the Gaza Strip in a better direction.” This approach reflected a broader strategy of using economic incentives to promote long-term peace. However, Hamas exploited this goodwill, planning the October 7 attack even as these negotiations were underway.
This revelation highlights the complexities of Israel’s approach to Gaza. For years, Israel had allowed thousands of Palestinian laborers from Gaza to work in Israel, providing crucial income for their families. The June 2023 proposal suggested an expansion of such efforts, alongside tacit recognition of Hamas’s control in Gaza under a long-term truce mediated by Egypt. Israeli officials believed that improving economic conditions could deter violence and create a more stable environment.
Critics argue that the plan was naïve, as Hamas used the period of economic cooperation to strengthen its military capabilities rather than work toward peace. Others contend that Israel’s attempt to support Palestinian livelihoods was a sign of goodwill, reflecting a belief that economic development could lead to a reduction in hostilities.
