I’m not really a fan of the „throwing money at the problem“ solutions (such schemes are rife with abuse and no enforcement), but the shifting of construction vehicles to off-peak hours is a huge win in my view.

Problem is we cannot even switch to motoccycles. Basically have zero mobility. Stay catching bolts or buses. Good luck. I considered this but now absolutely not

I’d think people need options, and the only public option is buses that seem very ahdoc. The cost of light rail is big and disruptive, also no real routes given the geography and building layout.
Given the quality – or lack there of – in driving in Malta, I can see why two wheels isn’t an option for many. I’ve spent decades on bikes and used to be an instructor, and I’d get a bolt before riding in Malta. Slightly less so in Gozo.
Though if there was a major shift, then maybe it would change, but I think the social attitude to others is rather harsh on the roads, so not many options tbh.

Shortsightedness as always. What next, fork out tax payer money to 18 year olds on a yearly basis?
