I’m no statistician but isn’t this also measuring the active enforcement by police of these infractions?
Edit: having recently visited Latvia, Italy, Spain and the UK I can with confidence say that returning to Finland’s roads always lowers my blood pressure. The difference in road safety and behaviour is palpable and definitely in Finland’s favor. I’m going to say this study is flawed in some way.

I know both Portugal and Finland and I do think people drive much more safely in Finland and you can tell the fatalities per million is drastically better.
That being said people on the phone while driving here IS a plight as well as people not caring much for stopping at crosswalks. At least in my neck of the woods.
