Wir haben gerade unseren Zusammenbruch vom Vermieter erhalten, und dies ist die Rechnung für unseren kalten Wasserverbrauch: 71 m³ bei 15 € pro m³.
Hat jemand dieses Problem konfrontiert? Ist das ein normaler Preis?

It depends on the commune where you live. Just google prix eau and your commune. It ranges from 2.25 to 3.5 eur/m3 from what I gathered. Therefore the 15 you are asked to pay seem to be highly inflated.
It depends in which municipality you live. It should range from 2 to 5€ per m3 normally. Some municipalities charge a few € per month for connecyion to the water network, but that would be around 7 or 8€ per month.
So talk to your landlord and ask him how he got that price, cause it seems way of.
