They’ll swap the rails with brand new ones. In order to make the change as quick as possible, they first lay the new rails alongside. When all new rails are dropped, they change the whole „line“ of rails.
So no worries, no trains will run on this „third rail“.
I believe that’s a [Guard Rail](https://en.wikipedia.org/wiki/Guard_rail_(rail_transport)), to protect the structural integrity of the train station in case of train derailment.
