There remains a difference between railways, roads and infrastructure operating under de facto and de jure Armenian sovereignty, and those operating under merely de jure Armenian sovereignty. 

Case in point, even though Armenia’s railway network operates under Armenia’s sovereignty, we all know the Russians can do what they like with it, because they have the political muscle.
