      Planning for a European-led peacekeeping force made up of dozens of countries is in its early stages. Military chiefs are waiting to find out how much of a risk political leaders are willing to take when they send troops to Ukraine.

      When Admiral Sir Tony Radakin, chief of the defence staff, addressed 36 of his counterparts in Paris on Tuesday, the elephant in the room was what — if anything — the United States would provide as a security guarantee for any forces deployed to Ukraine.

      Highlighting the scale of the challenge of working out what to send, with so many unknowns, one senior military source said there were “1,000” details to agree upon.

      “Military planning is a science. There are professional people in the armed forces who do this as their main job,” they said.

      Some of those in attendance at the military talks, such as Italy, have already ruled out sending troops to Ukraine. The Baltic states fear that any peacekeeping force could pull troops away from protecting Nato’s eastern flank

    2. Will Russia agree to any NATO country having troops on its border, even if it’s not a NATO mission? My guess is no. At best, they would agree to a weak UN Peacekeeping force.
