      Is this a technicality thing? I’ve never heard of this before.

      The President has very recently said that Cyprus hopes to fully implement Schengen by the end of the year so it doesn’t sound contradictory I guess.

      Probably just the terminology of Schengen state vs. Schengen area/zone. 

      We are in the agreement, just working (obligated ) on implementing it. Kind of like being a signatory to an agreement and ratifying it.

      Cyprus 🇨🇾 has full schengen for everyone that has wallet is big enough.
