Yes, its considered vandalism to continuously and in conflict with the customs of Wikipedia change the title of place names. Why is this relevant to you, three years later?
If they once had Azerbaijani names, people deserve to know about it. Showing this is not re-writing history. Everybody knows Greeks call Izmir Smyrna and how Istanbul was once Constantinople before the Ottomans. Imagine someone being mad at a Greek for saying Istanbul used to be named Constantinople. It’s true and a historical fact, so why deny the presence of Azerbaijani names in said areas?
Changing the title and using multiple sockpuppet account is vandalism. Adding details about former names is not.
Also, this is a 3 year old post.
