Der Vermieter sagte, es zähle die Heizungsnutzung, aber wir sind verwirrt, weil wir dachten, dass die Heizung auf Gas nicht Strom und nicht von Nebenkosten und nicht von ihrer Stromrechnung abgezogen wird. Und selbst wenn es auf Strom ausgeführt wurde, warum heißt es 105 kWh (ab dem 17. Februar)? Das ist viel Strom, wenn sie die Heizkörper kaum einschaltet.

It’s clearly an electricity meter (230V, 32A), and as you may already know, the sticky label refers to it as a sub meter for heating. It’s some kind of internal, unofficial meter, not an official one used for billing by a power supplier.
Maybe there is some part of the heating that runs on electricity? 105kWh is not a lot for 1,5 months of winter heating. It may also include hot water.
What does it say on the other sticky label over to the right, with the arrow? Maybe that would help.
I have the same counter in my apartment. The heating runs on gas, but it needs electricity for the control system and for the pumps that circulate the water through the pipes. It uses about 80 W on average, similar to yours. In my case, the reason why there is an extra counter is because the central heating is for several apartments, but it doesn’t have a separate utility contract.
