    1. The eagle as an imperial symbol of the Holy Roman Empire was first introduced by the [(Hohen)staufen dynasty ](https://de.wikipedia.org/wiki/Staufer).

      The double-headed version, is either attributed to [Fredrick II, ](https://en.m.wikipedia.org/wiki/Frederick_II,_Holy_Roman_Emperor), [Otto IV,](https://en.m.wikipedia.org/wiki/Otto_IV,_Holy_Roman_Emperor) [Sigismund,](https://en.wikipedia.org/wiki/Sigismund%2C_Holy_Roman_Emperor?wprov=sfla1) it is a bit convoluted tbh.

      Someone probably got lazy and simply changed the background of the Albanian flag into yellow. However, it escapes why they did not simply copy paste one of the heraldic and imperial coat of arms freely available at wikicommons? That would have been much easier then photoshopping the Albanian flag.
