Spacex has already scammed NASA out of $2.5B for HLS that was only supposed to be paid if they meet milestones. They haven’t even shown they can do ship-to-ship fuel transfer, let alone leave the earth’s orbit and make an unmanned trip to the moon.
They haven’t met any milestones.
