      Former British Prime Minister and current Hoover Distinguished Visiting Fellow [Rishi Sunak](https://www.hoover.org/profiles/rishi-sunak) argues that the time has come to utilize Russian assets frozen at the start of the full-scale invasion of Ukraine in 2022 to fund Ukraine’s ongoing self-defense efforts. Citing recent scholarship by [Philip Zelikow](https://www.hoover.org/profiles/philip-zelikow), Sunak points out “Russia moved 87% of its dollar holdings in America out of the country in the first two months of 2022,” yet around $300 billion remains under the control of America and its allies. “Once transferred to Ukraine, this money can be used to ensure that the country can not only recover from the war but also prevent a repeat of it,” writes Sunak. “The brave people of Ukraine deserve a future of peace and prosperity. Transferring the frozen Russian assets to them can help give them that.”

    2. If UK does this, would Russia be justified to massively escalate against them, damage UK inrastructure etc? 
      Would UK dare without US backing?
