Ich bin nun seit über einem Jahr in meiner Fahrschule angemeldet und habe es nicht rechtzeitig geschafft, es fertigzustellen. Jetzt habe ich diesen Brief aus meiner Stadt bekommen und weiß nicht, was ich tun soll. Ich möchte mit den Fahrstunden weitermachen und weiß nicht, wie es weitergehen soll.

You contact them that you still want to get a license.
You didn’t pass the exams within a year of your application for the licence. Therefore the TÜV has returned the application to the city.
They now offer you two options:
1) You send back the declaration that you withdraw your application. That will cost you nothing.
2) The city will decline your application formally, which will cost 50€ + processing fees.
In any case, you have to apply again for a driving licence with a new application if you still want to get one.
I am pretty sure if you are enrolled in driving lessons currently they will be happy to asist you with the issue. Take it to your driving school and let thme explain to you what you need to do.
