This isnt glare, its image compression artifacts. If your camera app has a RAW mode, use that instead. Otherwise, you might be SOL

Is it glare or is it the phone software trying to correct for the inky void of eternity? Try shooting in raw with the pro app, might get better results.

your bigger problem is probably trying to trust the camera app to do the right thing. I don’t think it focussed well. Phone cameras – even flagships – suuuuuuuuuuuck at focusing on the night sky – there isn’t enough light and enough contrast for their focusing algorithms to actually work. So take control, make sure the focus is nailed, take the exposure off auto and manually expose, and so on.

This looks like vignetting to me. This isn’t something you’d often do with phone photos, but this can be partially corrected for with „flat frames“, where you take an identical image to the one facing the sky, but instead photograph a totally white surface like a backlit white T-shirt.
Basically not every part of your camera sensor can see out every fraction of the front lens of the camera. The middle pixels get fully exposed but the edges get cut off by baffling of one sort or another between the sensor and the objective lens.
More simple is to just crop your frames down to the useable portions that don’t vignette. [Here’s an example of doing that on a phone picture from last summer](https://imgur.com/a/UYXcgpn)

As others have said, shooting in RAW in the future will help, but for fixing this photo, I recommend putting it into the Adobe Lightroom app (the free version) and use the dehaze function to see if you can remove it the haze
