You haven’t provided any background info whatsoever. But if you are a student, for instance, you are allowed to work, you could have gotten a scholarship etc. They also mention a new blocked account. They want to see your bank statement so they can see everything is above board.
If you don’t have any other income sources, not even a teeny teeny student job (again just speculating since you don’t provide any info) then you’d have to put everything in a blocked account because they tend to regard savings as something that could be gone tomorrow..
General rule with German bureaucracy: they want exactly what they say they want.
They want 3 months of bank statements of your accounts, as in something from the bank showing what happened on those accounts in that time. If nothing happened on the accounts, that will show up as empty bank statements. That’s fine. And they want proof that you can pay for yourself. If you don’t have a job but have multiple months worth of living expenses in the blocked account that might be enough. The bank statements would show that
