It definitely won’t increase to 4-5%. I think there is a risk it goes under 2% when the current investments (mainly fighter jets) are over. But of course, this is also somewhat misleading stat. Finland has better bang for the buck than many other countries due to conscription and focusing on the right things judging by UA-RU war (artillery).

Considering this does NOT include the costs of conscripts, I don’t think it will be going up significantly.

The Finnish defence force is probably one of the most cost effective militaries in the world, while there is some pressure to increase soending to better prepare for a possible conflict, doubling the budget would result in inevitable wasteful spending, which could even lead to some loss in performance in overlooked details.

It would be higher if all spending was calculated. Why does that conscription service not count?

Conscripts are also dirt cheap. Tge money that gets you one soldier in the USA will get you 10-20 in finland
