Ahead of his trip to Central America, Rubio emphasized that while he could not predict the success of these endeavors, they would enhance U.S. interests in both regions. He expressed concerns about Chinese investments in Panama, suggesting that they could threaten the canal’s operations during conflicts. Rubio also criticized the current costs for American ships using the canal, arguing that they should not be overcharged given the U.S. investment in its construction. Despite Panamanian President José Raúl Mulino’s firm stance against negotiating canal ownership, Rubio indicated that the topic would still be addressed during his visit.
