Is this bike hindering you in some way, or is this your ground, or why do you feel like you should do something about it?
If you really feel bothered, reach out to the property owner (I guess your Vermieter/Landlord).
Generally you use them for transportation
It seems to not be locked to anything. If you are bothered by it, just move it to the next bike rack.
What city do you live in that this is not stolen already
Steal it, cut the lock and put it on Kleinanzeigen
Let it be? Its the harsh weather season and the owner might like to use it, next summer.
