This could have just been a simple bar chart, but OP insisted on adding three extra layers of redundancy:

1. Color, but no color scale.
2. Circles at the ends of the bars, but randomly sized. Compare, for example, -0.30% and -3.50%.
3. Haphazardly placed numbers.
