first line „γραφείο ευημερίας“ (social welfare services).
second line is harder but i guess is a local office? depends where you are
The text on the first line is „Γραφείο Ευημερίας“ which is the welfare offices, cant figure out what the bottom bit is but here is a link to all of the offices and their numbers

The bottom word seems to be written in English actually and says „Wellfare“ with double „L“ instead of one.
The top words say
“Γραφείο εφημερίας”
The second part I presume says WELFARE
