Once received it from city council and it was completely in german.
Might be legit, but as personal experience never ever send anyone personal data especially when it is voluntary. Just throw it in the garbage bin.
IAB is the research center of the Federal Employment Agency. They regularly conduct surveys like this one. It’s legit.
What’s the scam?
Obviously I wouldn’t just blindly type the address into a browser or scan that qr code, but you can simply look them up and see if they’re legit or not.
If you encounter any questions you don’t wanna answer, just close the form or skip, if possible.

Looks legit
It is a legit request for your participation in a scientific study. It is up to you if you want to do it.
IAB is legit, and at least the URLs look legit, content-wise. It’s hosted differently than the main website, but that’s not something that should come as a surprise, depending on how they’re organized.
