Hallo, ich habe gerade den Jahresbericht der Versorgungsunternehmen für das letzte Jahr erhalten. Dies ist mein erstes Jahr hier in Deutschland, und ich würde gerne wissen, was ich bezahle. Wenn dieses Papier seriös aussieht, würde ich ein Papier mit den Kosten für jeden der beiden Monate erwarten usw. und nicht nur Zahlen.

    Könnte mir bitte jemand einen Einblick geben, und wie hoch ist die Grundsteuer, die ich nicht besitze?

    1. Oh lawd. This is totally insufficient, and the landlord should be ashamed of themselves.

      The individual positions look as if they are legit, as long as they are listed in your rental contract. Property tax may be passed on to the renters.

      But it needs to be much more granular to be valid.

      what the hell is this? the landlord can’t be serious. usually you see the total costs, the calculations how much you owe for the duration you stayed in the apartment and some things like heating costs are often proved by providing a copy of the original bill the landlord received together with that Nebenkostenabrechnung.

      this here is just a random list and you can’t even understand how all of this was calculated. ask for a detailed Nebenkostenabrechnung instead

      It’s normal to be for the whole period, not split by month.

      However it’s missing the calculations for each of the items and original bills. 

      Calculations e.g. amount X for the whole building divided by number of units / surface area and times your apartment. 

    5. Property tax can be apportioned to a tenant. Google „umlagefähige Kosten“ to see what costs the landlord can get back from the tenant.

      As others have said, however, the way they list this is insufficient. I bet they didn’t feel like doing all that work a second time for just two months, but they have to, especially if there is a change that resulted in it being higher than expected. I am pretty sure it’s heating, since you moved in during a heating period and hadn’t accumulated payment for heating during the summer months, but it should still say how much heating they expect on average, and how much you used up.

      I also bet they were hurrying because they have to give it to you by the end of the year (one calendar year after the end of the billing period), otherwise you wouldn’t have to pay the extra costs.
      We also had our annual meeting in which we (among other things) approve the utility bills and how they are portioned to the different apartment owners pretty late this year because our property management was understaffed, and I bet some of the people who rent out their apartments got pretty nervous.

      Would be pretty interesting to know if this is sufficient information to fulfil the requirment to let you know by the end of the year. However, it’s not worth starting a fight over imo. Just politely ask them for a detailed list of all the costs for that period.

      Looks got to me at a first glance. Even if a lot of commentators are saying there’s some issues. Here are my 2 cents:
      I’m guessing your landlord is doing everything by themselves and do not have a „Hausverwaltung“. Sure, it is not up to the high standards of a „Betriebskostenabrechnung“, but believe me when I say it is a lot of work to do this right. Should they have a day job or something else to take care off, it might simply be too much for them to do this the right way. They might also be too „knauserig“ to be paying a Hausverwaltung for this.

      The period is indeed weird, but makes a lot of sense in case you only moved in or they used to have a fiscal year that was different from the calendar year and wanted these to match up. Which makes a lot of sense, because of a recent change in legislation (Unterjährige Verbrauchsinformation, based on § 6a Verordnung über Heizkostenabrechnung – HeizkostenV).

      If the former is the case, ie they are managing the property by themselves, here’s what I would do:
      – Ask the other tenants whether their bill is comparable. If so, you’re good.
      – Have a quick chat with your landlord and judge for yourself whether they are a reasonable person.
      – Find something that’s broken, not working correctly, or you don’t understand how to use/maintain it and ask your landlord for help.
      Should all of those raise green flags, you can consider yourself lucky to have a nice landlord who actually takes care of their property. Don’t mess with them about this. They know they’re not doing it correctly – but they probably don’t have the time and energy to do so… They’d rather spend their time and money making sure their house remains in a good condition.

    8. It’s missing all calculations and explanations.

      It should say how much is the total for each position for the building and the whole year, what’s the allocation key (like m2, cubic meter for water (if water meters are used, or shares per person,…), and your total share for the duration of usage.

      I’d not pay this and send them a message that it’s missing all of that. And that you will review their bill again when the missing information is handed over to you

      Property tax is apportionable by law, as in your landlord will pass the cost of property tax on to the renter

      Be aware that the cost of Kabelanschluss/TV is not apportionable anymore by 01.07.2024, so you might want to check your next bill for 2024

      You pay an estimated sum of „Nebenkosten“ every month. But since that’s only an estimated amount and doesn’t perfectly add up to the actual costs, you get a „Nebenkostenabrechnung“ like that, which lists the actual costs. This is for 2023. You apparently moved into the apartment in November 2023, so the 2023 Nebenkostenabrechnung is only over two months. However, it’s completely normal that the costs are not listed for individual months, but for that period (= 2023, in this case).   

      Meaning you paid 300€ Nebenkosten in 2023, which was not enough and you still owe 61,27€.     

      You asked about the property tax: The property tax is simply one of the costs that can be redirected to the tenants as Nebenkosten.

    10. Well, that piece of paper is invalid, as it doesn’t state how this number came to be. However the numbers in their seems to be reasonable.

      The property tax is a cost, that can be forwarded to the renter.

      However the total costs are missing and how the costs are divided.

      This is the annual cost statement. Unfortunately, the calculation periods are not sufficiently clear from it, if not not at all. Usually, you pay monthly advance payments and these are then included once a year in the annual statement. You then receive either a credit or a surcharge. In most cases, the monthly installments are also evaluated from the current invoice and possibly adjusted. It is not nice that a bill like this comes after only two months and is stated so stupidly. Based on the information, a monthly installment of €180 can be assumed.
