Not that complicated.
„Beisitzer“. Depending on context a co-member of a committee or at lay judge, somebody who watches a public discussion or such.

compare it to a bystander.
in a similar meaning as eyewitness/earwitness. the fact that there is a seat (…sitzer) means the person is to write down, help a judge, report or witness something at a public gathering.
