It’s quite a misleading map – it’s just shows icc members, not the countries that would really arrest netaniahu or putin. Just as mongolia can’t afford to arrest putin, it is unlikely that germany or armenia will actually arrest netaniahu.

This is a list of ICC member-states, not states that have stated that they would arrest Netanyahu in alignment with the ICC warrant. I am quite sure, for example, if Netanyahu went to Iran (a country that does not recognize the ICC) that Netanyahu would be arrested and if he went to Argentina (a country that does recognize the ICC) that Netanyahu would not be arrested.
Until any state issues an edict about how it will or will not enforce ICC warrants, we have no clear idea how they will respond.
