Not easy without any more details.
Could be core drillings to determine the structure of the road.
Or there had been some bollards.
They took core samples to check the quality/condition of the asphalt.
Never seen anything like that. Looks as if the road was just one very thin layer with some holes applied over some green and an old road or so.

Most probably samples. Unless there was something installed there that was later removed.
