Gietvloer?
Not all floor types match with floor heating, check in the shop or per product type
It seems to be a *gietvloer*: resin/cast flooring. Or at least it’s trying to look like it (they’ve become very trendy over here), but it’s hard to judge from one photo. Is it seamless throughout the apartment? If it is a gietvloer, removing it could be hard/expensive, because it’s bonded to the subfloor. It will have to be mechanically scraped off, most likely by a professional if you don’t want to risk damaging the subfloor.
Try posting this in /r/klussers too (english allowed), because there’s a lot more knowledgeable diy / construction people hanging around there.
Just to make sure, have you checked if those sugfested types of floor are allowed by the VVE to prevent disturbing soundpollution downstairs?
The type of floor in the apartment should be mentioned in the realtor’s document, called verkoopbrochure in Dutch
Does it look like a finished floor, or is it more like a smooth concrete? (it’s hard to judge from the photo) There seems to be a gap between the trim and the floor, so it’s almost like there used to be laminate or carpet. With rental units at least it’s quite common for there to be no fnished floor when you move in, so maybe that’s the case here as well.
