So i guess this guy just knew the rules that A – 0 was not used and used it.

I have seen a few like this and they drive like they have little risk of prosecution. Holding on the my annoyance because they overtook me dangerously going to the Kennedy tunnel but I still sat right behind them for the 20 minutes it took to get to the other side of the tunnel.
