There have been different court rulings limiting how often you are allowed to grill on your balcony. Once per month is one of them, up to ten times a year another. But they’re only important if a neighbor is bothered by the smell/smoke/sudd/whatever. As long as no one is bothered, you can grill as often as you want. But you’d have to stop after the first complaint, so you might not want to overstrain your neighbors patience.

Not a law. There was a single court decision when neighbors were suing each other over barbecue that stated once a months is OK. There are many other different decisions though.

IANAL, but I think this is based on a misunderstanding of how the law works.
There is no law I know of that limits how often you may have a barbecue. There are court rulings in cases where somebody sued a neighbour, and the court had to find a balance between one neighbour’s right to enjoy a barbecue and another neighbour’s right not to be continually subjected to the smell of charred flesh (they might, for example, be a vegan and find the smell deeply unpleasant), or their right to be able to dry their clothes on their own balcony without having them stink of smoke.
If the text is supposed to be giving advice on how to be a considerate neighbour when you’re all living in one block, it’s pretty fair advice — once a month isn’t excessive, but if you want to have barbecues more often, have a chat with neighbours first. But „by law“ is putting it way too strongly.
