I think it’s a sign for the pilgrims trail for those who wants to follow that.

It’s an indicator you’re currently driving on a national scenic route.. There’s about 18 of these routes all over the country

If you come across that sign witouth the square, that means that there is a touristic highlight
It means „national tourist road“ . In short it means it’s a road that’s picked for its natural scenery, vistas or architecture along it, or not far from it. THere’s 18 of them in different parts of norway, and all of them are worth a drive at some point.
It’s a sign for a tourist road. We are driving them this week.

Basically roads where it’s been decided to commit extra investments to infrastructure for tourism. Has architecture and art at viewing spots and rest stops.
Pilegrimsleden. It’s a footpath from Oslo to Nidaros. People used to go on a pilgrimage to the cathedral in Trondheim.

This sign normally means „scenic route“, but it’s also used to mark the Pilgrim route to Trondheim. So when it’s marked as „[sign] 1 km“, it means that in 1 km a more scenic road will branch off the main road
