Seems about right. Seat should be low enough for him/her to be able to paddle with ease. I see a lot of these with way too high seats where children can barely touch the ground with their both feet.

Normal advice for sizing bicycle is that both feet should be able to touch ground and should be SLIGHTLY bent at the knee.
If it was my kid I would probably extend it until their knee was a bit less bent.

You shouldn’t set this like a normal bicycle cause this is not a normal one. The legs should be able to go forward and backward enough but with ease. This looks about right but could be just a tiny bit more up. Otherwise your kid can have difficulties bringing the feet back forward and that can result to kicking with legs spread to the sides. You can just have a look at how your kid is kicking in it and if it looks comfortable and easy.

Doesn’t matter *too* much. These bike are meant to teach kids how to balance themselves as bikes with extra wheels, technically, are *not* bikes.
Unlike for pedalling, where the extension of the knee is fundamental, here there’s no such dynamic. So it all comes down to how comfortable the kid is and how fast you want them to go (too high/too low will slow them down).
With this being said: I’d raise the saddle a bit as it would require too much angle to lift the feet and coast

Like others have said. Knees slightly bend. That looks ok, though seat could be a bit higher
