Sounds reasonable. Water and heating are variable, and it is hard to predict depending on the number of people living there.

you should consider to clean the windows and doing the gardening yourself…
This is not a prediction. I wonder why your landlord just divides most charges by 3 considering the surfaces differ between the 3 appartments and individual usage, especially water, heat and electricity. I think this is a bit dodgy. I would investigate and ask for the invoices. Don’t you have individual meters? Maybe your landlord is just too lazy to do the maths. Why would he care as long as he gets his money.
