Coloradan here. With how much sun much of Colorado gets, it certainly sounds achievable. It will be interesting to see just how it happens though, as Colorado has a lot more conservatives than many blue states and a large amount of its state revenue (along with its environmental lobbying) is already being put towards water protection plans.
