It is. Many years ago there was an animal market every Sunday at vernissage that was full of dogs and cats in cages and cardboard boxes. But since they made it illegal they don’t gather there anymore. However you’ll still on rare occasion see things like that on the streets. Sadly most laws in Armenia aren’t enforced properly, especially laws that protect animals.
