
Warum ist es in so vielen Wohnungen verboten, 28 °C zu erreichen? Kostensparmaßnahme? Ich habe das Gefühl, dass die empfohlene Innentemperatur von ~21 °C nicht ausreicht. Aber vielleicht liegt es auch nur an mir, da ich ziemlich dünn bin.

It is actually more than enough. I have 19 in my house. It’s better for overall health.
Because our apartments are designed to preserve heat.
Cost saving. Also over 25 degrees is unhealthy.
28C is excessive. At that sort of temperature you’re inviting health issues too, not to mention that some appliances, eg: fridges, start to have a hard time dumping heat too – expect pump/cooling failures (we have indirect experience of this)
Also, to keep that kind of temperature you’re going to have to start restricting air flow in the apartment too, this in turn gives rise to mould.
21 C is ideal
28 degrees is just a massive waste of energy. Put a jumper on.
The natural equilibrium temperature (without clothes) of a human being is 28 °C. At that temperature you neither lose nor gain heat. It would not make sense to design for *active* heating. If you feel cold at normal room temperature (21-25 °C) despite being dressed, you should check your diet and/or health.
Christ, seems pretty much unlivable to me who keeps temps around 17celcius in winter haha.

My parents have always had 26-28 degrees (they have their own house so nobody controls them), and I feel like I’m freezing to death at my apartment where it is 21 degrees. I go to sleep in full clothing and wool socks and have two thick down duvets and sometimes it takes up to two hours to get my hands and feet warm before falling to sleep, because I’m just freezing.
I loved living in Africa, it was always over 30 degrees there. It’s funny how Finns think that over 27 is unhealthy, when whole countries are above that and they are producing olympic runners who have always lived in a much warmer temperature. A warm temperature is not unhealthy, it’s natural for humans, we all came from Africa. Finland’s temperatures are unhealthy, and humankind could never have evolved in a place where you must have a house and heavy clothing to survive.
There are ways to get around the temperature control in apartment buildings (if they are older ones), but I wouldn’t suggest using them if you are renting.
Radiators that work with flowing water (and not electricity) are desinged to work at 21 °C. Trust me i’m and an engineer and done these. You can Google about Finnish design standards if you want to find out more why 21 °C is optimal.

Noone is stopping you from buying those electric space heaters and having 28c or whatever in your apartment.
You would end up drying out like a raisin at 28c. You might want to get some better quality clothing, even some really good merino wool thermals and I mean New Zealand marino wool. It breaths so won’t make you sweat and stinky. I wear thermals all winter even inside.
Buy a electric heater for your apartment.
Move to a tropical country — 28C is insanely warm, as other said, wear more clothes.
Of course its about saving. Thats the price you have to pay to live in a appartment complex. Also most finns are used to these temperatures so not that many would be even willing to pay for single individuals‘ desire to keep the heat of their appartment that high. (I just wish they would open tha valves a bit earlier during the fall).
You don’t need 28 C. 24 C is warm enough to hang around naked. Also, check your place for draft. Air flowing in from cracks or from sides of windows makes it feel colder that it really is, and floors will feel cold.
An older apartment building is better for you if you wish the higher temperatures. The central heating system works in ways that keep the apartments really warm…
It’s much cheaper to buy a good pair of wool socks and nice wool cardigan than keep house at 30 degrees celsius. There is a huge difference in energy cost between these two.
You also sleep and feel much better in colder temperatures. You just need an good blanket.
Most buildings are also designed to lower temps.
You might also wan’t to check that temperature actually is 21C. Also checking where moisture is might be good to do. Years back I was freezing in my student apartments even if thermostat showed 21. Truth was around 16 and there was a heavy moisture inside. Student housing company was saving money where they could… Air flow was turned pretty much off, and this led in heavy moisture. This compined to low temp. made you freeze inside.

Our electricity bill was over 500€ in January, and that was after dropping the temperature from +18C to +16C.
+28C would be extremely expensive, bad for the environment and uncomfortably hot. Just wear a hoodie and wool socks and you’ll be totally fine in temperatures below +20C.
+28C mean temperature outside is considered „extremely hot heat wave“ by Finnish officials ([source](https://en.ilmatieteenlaitos.fi/warnings-on-hot-and-cold-weather)). Old people die like flies at such extreme conditions. Of course indoor temperature is not the same as outdoor temperature, but you get the idea that it’s considered a highly unusual temperature.
You may have an iron deficiency if 21c feels cold.
I think you need to see a doctor. It’s not normal to feel cold in normal room temperatures like 21 to 24C.
Usually cost saving measure. Heating air/water is the single most expensive cost in maintaining a house in Finland usually. And there is no added benefit to having higher room temperature other than comfort.
Weight affects how cold we feel. Fat is like a warming layer.
