Never heard of being fined if the car is dirty in Switzerland. Only if you have snow on the windows that prevent you from seeing well enough or could move when you drive.

Anyway the red light thing is not really applied in any of the places I’ve been living. What’s applied is to not cross on a red light if there’s incoming trafic or kids around. Otherwise, people just go.
